I don't very agree with Middle Asia countries (Kazakhstan, Uzbekistan) and Azerbaijan. They are countries where muslims is supposed to be the main religion, yes, but the number of secular people and atheists is very high too !

Many devout Muslims have a big problem with pre-pubescent girls (never boys) wearing hijab, because hijab is about female modesty regarding one's sexual presentation. 3 year-olds don't have a conscious sexual presentation. They have nothing to cover from adult men.
