Much like the KKK hood, it is an ideologically motivated dress code. But, regardless, bottom line, as I said: it’s about safety of citizens. FGM is also claimed to be religious. However religious rights do not supersede human rights.

More than safety: in a free society, there is an implied social contract of trust amongst citizens. Showing the face is a sign of equality and common respect for fellow citizens.Hiding the face creates social discomfort and division, lack of social harmony.
