I think you're right about them being cowards but... the other possibility is that they simply don't care about LGBT people in other countries. Perhaps countries with people who are browner than they are. Being LGBT is not an innoculation to racism.

I would like the LGBTQ cmmty to stage a Pride parade in Gaza, PLA Controlled Judea/Samaria, or the other dozens of other ME countries. Let boys kiss boys and women dance together in public. Just like in Tel Aviv. Go ahead. Just one thing: don't buy round trip plane tix.
