Sure. Lots of misogynistic practices predate Islam like FGM, wife beating, child marriages, polygamy etc. However, cultures are more able to evolve past all that if the practices aren’t enshrined in a divine book that instructs ppl to continue them.
The problem today is that this divine book informs laws. So now there are countries that will imprison women who do not wear the hijab, for example. So whether it predates Islam or is explicit in the Quran...those are moot points. The point is that laws demand that women wear it.
