      School aid would grow 3.6%, for a total of $27.7B. Medicaid by a similar percentage. Revenue from income-tax collections is down $500 million from projections, budget docs note.

      A middle-class tax cut, begun previously, continues to phase-in, under Cuomo #nybudget proposal. "Millionaires' tax" would be extended 5 years -- longest extension ever proposed by the governor.

          Cuomo has said the MTA should be "blown up." But there is no specific plan for restructuring in his #nybudget docs. Instead, it says he will "work with the Legislature to establish clear authority over the MTA."

          A heavy emphasis, as expected, on social, criminal-justice and voting issues in Cuomo's #nybudget address. By and large, most of the initiatives have been either approved before by state Assembly, called for by Senate Dems or called for by Cuomo himself in the preview last month.

          Again, on the money side, #nybudget docs note a $500M dip in income taxes collected. A tiny footnote notes that "disbursements are expected to exceed reciepts," and the state will rely on "extraordinary monetary settlements" (federal lawsuits, primarily) to cover.

          Cuomo proposes to eliminate state aid payments to wealthier local governments (this is aid to municipalities, not to be confused with schools). #nybudget docs don't list those governments, but likely to include a number on Long Island.
