His guidelines are meaningless. Governors and mayors get to set stay at home orders. If they think there's a risk that requires it, they are free to ignore the President's thoughts. That's the beauty of federalism.

I saw this, called the CDC, and spoke to a nice press person. Now, press people are awesome, but when pressed about a simple question re: Trump letter alleging increased testing/etc., they hadn't heard of the letter. I was asked to follow up in an email.
