Client teams are notoriously underfunded with respect to their impact and tend to be under significant time pressure (= fewer resources available for recruiting). This stuff is complex. If Ethereum had a better ecosystem funding mechanism it'd probably be easier to tackle.
I can guarantee you the answer is almost certainly not just "teams need to try harder" and likely involves ecosystem-wide reachout and education campaigns.

's excellent Real-World Cryptography.
It's a great book which covers both crypto primitives, as well as applications.
