It was until more government got involved. The ACA didn’t break down districting as promised, and the mandate allowed areas local monopolies and increased prices. It also did nothing to lower health care costs, that underpin insurance prices.

Still went up, instead of down. Still didn't get to keep our plan if we wanted. Still didn't remove districting. And it didn't address the issue that healthcare is overpriced. Insurance has to cover healthcare costs, so insurance cannot go down. Cash clinics ftw.

It went up less, which sort of kills your hypothesis of "government intervention = higher health care costs." Healthcare is overpriced here in part because health care providers are overpaid compared to other first-world nations (for little or no apparent increase in quality).
