Adopt Me wouldn't be as successful as it is today without Rojo and the ability to use external IDEs with Roblox Studio. Just like on Unity, Unreal + every single other game engine, this is fundamental to our ability to write quality code at scale as a team of 25 (and growing)

I think this might be a question about some specific Rojo terminology I've been iterating on. Fully managed in this case would be like using 'rojo build' and generating your place file from scratch.
