@TeamYouTube We have the problem that a 4 hour 4K HEVC h.265 video is only initially processed to 360p, after a few days in 720p and then stuck for weeks. We removed it and re-uploaded it, same problem. Do you need us to set it as 'Not Listed' to see? https://youtu.be/vp5h2o9kH84

Uploaded with PC (Chrome on Windows 10). Tried to play it with Chrome on PC, Chrome on Android and YouTube app on Android, PS4 Pro and Android Smart TV. The problem persists on all devices. Additionaly it's not playable at all on Chrome on Android.
