The most likely guess is that producing Switch cartridges large enough to hold the full build would be too expensive for Activision to invest in due to the low $39.99 price tag they settled with.

In the light of the Switch version of #CTRNitroFueled disappearing from pre-order listings, apparently that's because Activision is unsure about shipping physical copies and may go digital-only for that version specifically.
