Prob because they're having an awful time A) keeping them balanced between classes & specs B) coming up with enough interesting ideas and C) making them more interesting/better than previous tier without power creep going out of control

True but if it was easy to make an MMORPG interesting, many more would be successful. Tier design is time well spent, better than bringing mini games, garrisons or mazes into WoW imo.

This feels like a comp out. To pander to the non raider. Instead they should make more slots for tier not the same ones.

Maybe consider having a "core" tier bonus that each spec gets from tier, and that every tier has it. That would also break the 2p/4p rut many classes are stuck in this xp. (would have to make sure the 2p bonus doesn't stack if you have 2p/2p/2p or 2p/4p tho)
