We learned in our #BlizzConline interview that Tier Sets will not be coming in 9.1, but the Sanctum of Domination armor will use the Maw Legendary tints, and there will be matching weapons. Check out all the datamined tints in our post. #Warcraft

Was never specified that 9.1 specifically would have tier sets. It is however confirmed that tier sets will return in Shadowlands. Wether that's 9.2 or 9.3, remains to be seen.
