Tbf one person's hero is another person's villain. How far along they are on the scale of idealism and cynicism, OTOH, depends on their actions and open to individual reader interpretation. So for all we know the Jailer might not be "evil", but that waits to be seen.

Here's my theory: I'm 100% sure he's the Titan of Death. It makes no sense that the "original" Pantheon don't want to delve too much into the Shadowlands, specially considering most of its denizens . The Void and Sargeras both feared Death. Even Odyn had to scrifice an eye.
