Many people said PS2 is well balanced vs my other RPGs. It's because this time I used a math trick. I assigned to each level a values scale: HP x 10. So a lvl 10 enemy would have (more or less) 100HP. Then weapons scaling accordingly. Lvl1 pistol: 2-3 dmg, sniper rifle 5-8, etc

Sounds similar to some of the methods I use, though in my case, I tend to apply a penalty for the players overleveling (because I generally don't want my players to grind or spend a lot of time)
