so, in a party based RPG, skills that level up the more you use them. Good or bad idea? Also, explain why please :)

I always liked this idea but reckon the possible downsides others have pointed. Improving a skill is a fun reward in itself. Secret of Mana does it for categories of magic instead of single spells. That may be a way to avoid over-specialization?
