A great idea, but the skill needs to start at a useful point as well rather than grow into something useful only after time. It's a tricky balance, but very rewarding when done right. Grandia for PSOne and Saturn was a perfect example of this.

my idea is that you could still increase them assigning points on level up, but also increase them by use like on a scale 0-100, level up could boost by 20, and through use you could add +1 every X battles, something like that

It depends how it's implemented I guess - maybe it's okay for combat skills in your style of RPGs - but in something like Oblivion, it just became an exercise in sneaking everywhere to level up Stealth, and jumping like a fool everywhere to level up Athletics, etc.

I like the idea! It means you can really focus your play style to suit you and can wind up with a totally different rollout from someone playing the same game/character.

It depends on how you want the game to feel - it's neither a good nor bad idea. Leveling skills as you use them is an intuitive method but it also makes leveling a more passive process. And if you have skills beyond combat presented on the same screen, such as speech skills then

...it would be a bit weird to mix and match passive leveling with non-passive. Personally it's all or nothing when it comes to how skills work.

Not a fan myself. Tends to encourage using the skill at every possible opportunity to make it level up rather than approach each situation with the most appropriate tactics/strategy.

Good, because I like well-rounding out and assigning points is always bizarre and troublesome on first plays because you never know what you'll use but if you grind it through use, it gives you a reason to grind better!
