if was possible to compare two games using an absolute scale of values (which of course is not :P) I'd say that two games more or less same quality can have very different review ratings just based on that.

examples for VNs: - a well written otome game, family friendly, etc but on the other hand boring and not innovative would still get high ratings - an equally well written LGBT game with swearing or dark/mature themes or talking about politically incorrect stuff, low ratings

Well it does have a bit to do with it, I believe. People like getting what they believe they paid for or better.
