That sounds like Openoffice is automatically replacing the characters with "" as some sort of autocomplete somewhere. (Unfortunately, I'm a bit more familiar with LibreOffice than OpenOffice at this point.)
You may want to look at this help document: https://help.libreoffice.org/3.3/Writer/Turning_Off_AutoCorrect … though its for LibreOffice, not OpenOffice, but it should be in the same place.
Tools -> AutoCorrect Options -> Localised Options, then untick the "Replace" option for double quotes should get rid of that particular one
