Depends heavily on the style. In general, dialog-heavy is better as ADV, while narration-heavy is better as NVL. Also frequent changes in the art (e.g. sprites with lots of expressions or anything animated) is better as ADV, while more static art is better as NVL.
I dislike it when a VN switches back and forth a lot, though. It's OK if it goes along with a stylistic change & it stays in one mode for a while, but I've read a couple VNs that use ADV for dialogue and NVL for narration even if it's just one line at a time, and that's too much.
I personally think NVL works best for short scenes only (esp ones you can't illustrate or where you need to infodump) or as a SIDEBAR rather than covering the image completely.
certain games sometimes need a long aside explaining a bunch of complicated science which would take forever in ADV boxes and it's just a lot easier to splat all that text on a black screen and get it done with so you can get back to the story.

I started VNs with Fate and while ADV is far more common, I have no problem with NVL. Both work well.
I think both NVL and ADV styles have their place, and to be honest it's not like I've ever made a decision whether or not to buy/read a VN because of how it is formatted.
