poll time: for a pixel art game, with moving characters on screen (like adventures or narrative games), using manga art for the character portraits or cutscenes would look bad? or would still be fine?

It would be fine but please don't... Unless you're dipping into the whole "Bit characters are in" thing... which they aren't...

*brutal honesty time* Anyone with 15 minutes of experience in animation can create a bit character with multiple anim's but that doesn't make it good... games haven't run solely on their variety since the 90's. Story will win people, not a contracted, anim'ed 16-bit avatar.

Look at Undertale. very few anim(per character), but a looping(spoilered'd sorry) story that made people WANT to play multiple times. Not HAVE to, WANT to. It's a scarcity. And a gamble.

I think you mean those minimalist pixel art games, but in my game the pixel art would be beautiful :D Anyway I might even use it only for battles in a RPG for example.
