It all depends on the scope of the project and its fundings in fact... Of course a very small studio shouldn't bet on a huge project on its first development, but there are exceptions, which are both luck and are about having the good idea!

Most indies are not full time developers as well... so sometimes more than a year in development is something that can't be shortened easily...

yes I was talking about full-time indies. Those who do it as hobby, well they can do what they want in practice :P
