how I would solve all problem if I was the CEO of @steam_games
1) all games you submit are by default "unlisted". You can share the URL but they don't show up in searches/algorithm. YOU do the marketing, BUT, you also pay 8-10% of commission instead of 30%

I think this will still lead to lots of people trying to cheat the system by buying the game with lots of fake accounts to cross the treshold.

that wouldn't work, Steam monitors the activity/IPs, and besides would require a LOT of money. And it would be pointless - if your game is good you can make the money normally, nobody would spend that money to buy their own games (it's also illegal, money laundering!)
