I've never made a visual novel before but I imagine 10k-20k would be the minimum amount to get good voice actors and good artists for the visual novel to come out remotely good at least in the audio & visuals department never mind the actual story part.

I could see spending at least 3-4k just on background artwork commissions, and that'd be for just 15-20 pieces... character art would presumably be double that...

I said < $5000, but that's in actual money. When you factor in time it's more like $10000-20000, but we are all supporting ourselves other ways for now.

Definitely waaay over 20.000 by the time it's completed, I spent around 10.000 on it so far. Most of the budget will likely end up spent on music.
