Battle for Wesnoth is a good example of it used well. For me rng adds a poker type element. Based on the odds the strategy becomes deciding when to be defensive and when to be aggressive.

I wouldn't say it it's "good" by default, but TotalBiscuit once summarized it very well - RNG means you have to think many steps ahead and know what to do if you miss that shot/get crited etc. It's only bad when it's too prevalent and punishing, making player's choices irrelevant

I've got an essay about this kind of mathematical combat design in videogames. It's in spanish, though. I like it. It adds variation and drama. That said, it is going to be controversial among a vocal segment of players. Often people who don't quite understand how probability works and think that three misses in a row is a sign the RNG is bugged.

depends how it's done but personally I hate it. For example I stopped playing XCOM because of that
