You can add location information to your Tweets, such as your city or precise location, from the web and via third-party applications. You always have the option to delete your Tweet location history. Learn more

it sounds like a popularity contest. what if the "bad" guys all block and report a "good" guy with no reasonable justification just to attack, will the "good" person's account now be labeled as "detracting from the conversation"?
there are some groups/people out there using automated tools to spam report people for spurious reasons. this will only validate them and make it worse

They literally say they are not looking at the content of the tweet. You’d know that if you read the article before commenting on it…
