IMO most applied research should be done as startups, and research should just focus on “how does it work” science. Applied research is usually so far behind industry, badly resourced, and also focussed on the wrong aims

Actually no, because most of it is hogwash. These systems survive by avoiding any contact with measurement besides citation rings.
