briefly attended a university that tried a few of these interventions (no tenure, cheaper, less support staff). No tenure lead to a spiral of status seeking around reappointment, the best course content was ripped off by prestige institutions, and costs and admin skyrocketed
An interesting secondary effect was that overtime the result of prof reappointment being at least partially based on course enrollment was building barriers to students registering for courses outside of the campus. With only so many bodies, you’ve gotta compete for capture
