In sf there are zoning issues- has to be open to the public selling goods etc.
I wonder if I can sell bottled water to our employees and call it an appointment only show room

No, wouldn’t work. The cities want sales tax revenue from their business districts. The only way they rezone is if they dramatically alter their revenue structures.
