By ‘understood in same context’, I do think that can serve to criticize it or justify it. Nuclear bombs might be awful but are needed to counter those of other countries. I’m unsure how various surveillance technologies applied on a local basis fit into that.
agree — it’s just the primary way we should be discussing the upholding of civil liberalities is not six degrees downstream by regulating the technologies that could effect them

Yeah, that sounds reasonable. Some of the companies involved investing or applying such technologies do seem facile about the implications of the tech sometime. I don’t think that the idea that a technology isn’t good or bad in itself but becomes so by the use it is correct at all. Gas chambers are bad in any context. I’m not convinced wide spread facial recognition tech wouldn’t be bad when we realize potential uses.
