Two things I believe that seem to be contradictory: 1) Individuals matter. 1-2 people can change history. Recruit the best people. etc. 2) If a system is functioning badly, it's usually bad incentives, not bad people. Exact same people + better system would => better outcome.
I dont to see how this fails to close: [1] is some obscenely small set of people, definitionally. [2] is everyone else.
