the technology of silicon production is clearly a pressing national security concern, owning production reduces risk to any large enough firm and its not obvious how we push more performance or even keep up with moore's law without most things becoming asics

The 2nd point is super salient for clouds. The bundling & unbundling pendulum. If you’re running enough servers and you know all a machine will run in its lifetime is Cloud Storage, BigQuery, or EC2, optimization can be pushed all the way down the stack.
