Bird needs to fix its helmet game. The current "free helmets to active riders" policy is not only riddled with inefficiency, but contains some obvious issues for acquiring first-time riders.

Many first-time riders lack the muscle memory for scooter control, and do not qualify as the active riders they need to be yet to get the helmet, when it's precisely these people that need the helmet the most.
