This is to an extent what http://pioneer.app (@pioneerdotapp) is attempting to do but more broadly across skillsets.
Collegiate hackathons also do this at least for recruiting. @PhilHedayatnia knows a lot about this.

There needs to be a home for qualitative, not quantitative, assessment & comparison. "CS + X" will be more valuable in the long term than pure skill.
