No. This photo shows not-secretary-of-state Pompeo in North Korea. He was just confirmed 3 hours ago. Rex Tillerson was still Secretary of State at the time of this trip.

So you would prefer the photo have been captioned, “Photos of not-yet-Secretary-of-State-at-the-time but now-Secretary of State Pompeo in North Korea. Now-Secretary Pompeo will do an excellent job helping current-President Trump lead our efforts . . . “? I prefer it more concise.
