what the movie essentially teaches kids is "look that policeman is using his power granted by the state and he's abusing it" and nothing else.

if kids can pick up that much from a single throw away joke imagine how many great lessons they learnt from the cop as a character throughout the entire film.

yeah thats the point kids pick and choose what they learn

so that's why it's niether one way or the other because people will decide whether it's a throw away line or if cops really do abuse their power and start hating them. this particular joke doesn't make kids want to support cops, the scene tells them it's bad hence the joke

when do they say the police are bad though

they show the government is bad by funding a mad scientist and saying it was paid with citizens tax dollars. and, they didn't, this is a kids movie you don't want kids to learn not to report crimes, and more importantly again, using biased media to influence children is illegal

that's my whole point, they dunked on the government easily but they just sorta nudge kids and say "hey guys, this policeman is breaking the law and believes he will get away with it, isn't he naughty?"

he's on the run half the fucking movie.
