You can notify the website's hosting service (Registrar) of it. Look up who their registrar is here. Then you can contact them about. https://www.internic.net/whois.html For example, if I a website's Registrar is Godaddy. Then you can go to Godaddy's site and look up where to report abuse.

No guarantee they'll do anything about it, but I've used this method to report website domains for phishing and other scams.
