I think it's just a big oversight They wrote Steve as Steve, either they didn't know Hydra Cap was coming up (doubt) or they didn't know the full details

Lol they definitely did. It’s written in the story. It’s in tie tins and when tony gets into the coma. It was already revealed before it that he was hydra, we just didn’t know how. The event definitely has problems but it has some points good.

I think it shouldn’t have been called CW 2 and drawn out more. But everything was rushing then bc they were thinking about getting rid of the X-men which they found out was dumb
