Just to be clear: Keiko was not born in captivity. He was captured from off the coast of Iceland, and reintroduced there after his long rescue and rehab. It's very unlikely that any whales born in captivity could adapt to life in the open ocean.

If we can allow for fish farm constructs on the coastal waters, we should quite readily be able to expand and make this viable for whales. Absolutely.

in the beginning, no one knew for a scientific certainty that whales would “survive” in captivity. in fact many did not. much was learned over their dead bodies. enough to know they deserve a chance to return to the ocean in sea pens.

if those keeping whales captive would have given up on the idea of captivity with those early deaths and as quickly as they are giving up on the idea of captive whales being moved to sea pens whales would not be stuck in this horrible tragic situation.
