No, a CSO will dump untreated Sewage, pharmaceuticals, narcotics, PFAS, chemicals etc directly into a river system. They are meant to operate in exceptional circumstances, they don’t many operate routinely even with low river flows. What an appalling lying document.

Until recently we thought the CH4 released over time would be broken down by hydroxyl molecules that included permafrost emissions. It now exceeds its sink by a wide margin. Atmospheric Methane is increasing rapidly as the curve shows. We know it is bad, the question is how bad?
