There is just not enough housing for the very poor. A third of the homeless are addicted. You expect them to recover unsheltered or in places worse than where they are, jail or congregate shelter? Even if so, you now have more sober homeless, like the third who are simply poor.

We will look back in history on this crisis.I hope all politicians and heads of departments on all levels of government can hold their head high when asked what did they do?Every death is on their shoulders, if they want to change it, then start acting! People before compromise!

What about building housing for the very poor, the housing that was destroyed in the 1970s and the lack of which is the cause of this crisis? There was a time before mass homelessness. If you can't remember it personally you could educate yourself; it is a life and death issue.

People have already tried the ultimatum. It doesn’t work. Fix why they need to escape, do not punish people for how they cope. Jail and rehab doesn’t work.

Oh, look, another baby who doesn't remember the pre-1980s, when there wasn't mass homelessness. What changed? SROs, housing for the very poor, was destroyed. The solution is to BUILD HOUSING. You think people suddenly got lazy, or that heroin was discovered in 1981? Get real.
