We actually did that intentionally (https://youtrack.jetbrains.com/issue/IDEA-115914#focus=streamItem-27-2073524-0-0 …). What is your use case? Why don't you need to run this hook?
I make frequent commits to a local branch, to be later be linted, squashed, squashmerged or otherwise history-altered, ie there is no pro to spend time & focus on 1) making commits compliant, and 2) waiting for the hook (few secs; might fail); forgetting to clear flag is annoying
Pre-commit hooks are presumably lightweight compared to pre-push commits etc. but these are global repo settings; team members locally commit in different styles; also, branch/repo can be more important than commit vs push etc. so it'd be good to not have to remember unselecting
