2018.1.2. Had a thought, I just redid the "create command line launcher" menu again. Overwrote the one I had. Seems to work now. Will keep you posted. I know I have done that before because the command existed. /shrug

Wanted to suggest you to do that :) Good that it helped! The script doesn't update automatically when you install a new WebStorm version. So it's possible that the problem with opening the folder was fixed after you've initially created a launcher.
