@WebStormIDE Hi. When doing "Extract to Method" and then "Choose Destination Scope", is there a way to have the generated method be at the bottom of the selected scope, and not always on top?

The reasoning is if I extract something to a separate method then it's usually some private method that's an implementation detail and I want it below the main public method I'm refactoring.
There's no specific setting for that, but if you're working with classes, you can configure how methods are sorted inside the class in Preferences | Code Style | JavaScript - Arrangement and then use Rearrange Code action to reorder them (e.g. alphabetically). Hope it helps!
