No, breakpoints have nothing to do with the build. You start an app in dev mode, start a JS debug configuration in WebStorm as described here https://blog.jetbrains.com/webstorm/2017/01/debugging-angular-apps/ … and then, if you want, you can also start DevTools in Chrome.

Before it wasn't possible to use DevTools and WebStorm debugger at the same time. That's the only thing that has changed.
