You need to uncheck all checkboxes in Preferences | Appearance & Behavior | System Settings - Synchronization.

Switching to the built-in Terminal also triggers save. Without it, the results of the command you run might be unpredictable.

Not really - I use the npm panel to start a script which runs webpackDevServer and just leave it running.
