Is there some sort of tool that strips all TypeScript from JS code without compiling / mangling it?

If your problem isn't related to type definitions available inside the module in JS files/the suggested solution is of no help, please share a sample project for further investigation.

Is there a way to switch cmd+click from "Go to type or implementation depending on if it's JS or TS" to "Go to implementation" ?

Ah, no, that won't help because for JS "Go to implementation" claims "No implementations found".
