I don't know your thoughts and feelings about IDEs, every Jetbrains IDE has this feature. So you'd be able to do it on Webstorm as well

Right, In WebStorm you can run a JavaScript scratch file with Node.js. You can also use an interactive debugger console similar to what you have in Chrome if you start a JavaScript Debug configuration.
