Upgraded to WebStorm 2019.3 – lost all my settings and configuration.
I used to sync my settings to my account, but that doesn‘t seem to work either.
Time for a fresh install. 
If everything is set up correctly but the IDE sync still doesn't work, you may create a new issue here: https://youtrack.jetbrains.com/issues/WEB (please share as many details as possible, our support can ask for IDE logs as well).

Btw, as an alternative to using the IDE sync, you can export the settings to an archive and then import them manually as per http://jetbrains.com/help/webstorm/sharing-your-ide-settings.html#import-export-settings ….

Thanks for all the feedback. Honestly, I just ended up uninstalling JetBrains Toolbox and installing WebStorm directly (no more toolbox). I‘ve reconfigured everything and my account settings are syncing again.
