In 2019.2 .css extension has been automatically removed from cascading stylesheet and postcss plugin.
When I try to reassign them, I get an error saying:
This wildcard is reserved for 'Files supported via Textmate bundles' file type and cannot be reassigned.

So far we couldn't reproduce the part with *.css being removed from CSS file type. The second part is a known issue and we are working on fixing that. As a workaround, please turn off the TextMate Bundles plugin in Preferences | Plugins and try again. Sorry for the inconvenience

In my case *.css was already removed from css and assigned to postcss plugin. The update removed it from postcss and assigned it to textmate bundle. Already disabled Textmate bundle and the problem is solved. Tell me if I can help you reproduce it.
